The 2013 AAPA Annual Conference in Seoul, South Korea on January 17-18, 2013



  Annual General Meeting of the Asian Association for Public Administration (AAPA)

I. Opening remarks by Pan Suk Kim, Vice President of AAPA
II. Message to AAPA Members from Anthony Cheung, Outgoing President of AAPA
Anthony Cheung sent his resignation letter to the AAPA members and recommended Pan Suk Kim to be the Acting President for the rest of the official term. Accordingly, the Board of Directors meeting was held prior to the general meeting and approved Pan Suk Kim as the Acting President for the rest of the official term until January 2014. All these issues were reported in the General Meeting of AAPA on January 18, 2013.
Acting President Pan Suk Kim appointed Christal Phillips as the AAPA Secretariat.
III. Increasing Membership Numbers
The Board of Directors recommends having additional members, particularly from India, China, Malaysia, Singapore, Myanmar, Bangladesh, Pakistan, Vietnam, and many other Asian countries to join AAPA. If AAPA members have friends from these countries, contact them and encourage them to join AAPA.
Reaching out to people in public policy, public law, and administrative sciences.
IV. Summary of 2013 Annual Conference
What was discussed in this years conference: Responsive public governance, policy issues regarding environmental governance, discussion on welfare, senior managers, and public administration development history and welfare and pension issues. These issues are very much hot topics in Asia and will be discussed in Bangkok at next years conference.
The best papers presented at this conference (besides welfare and pension) will be considered for possible publication in the Asian Review of Public Administration or the Journal of Poverty Alleviation and International Development.
Participants interested in publishing their paper in Asian Review of Public Administration (ARPA) should submit a completed paper by July 31, 2013.
V. 2014 Annual Conference
January 24-26, 2014: The 5th Annual Conference of AAPA at Chulalongkorn University in Bangkok, Thailand hosted by Professor Bidhya Bowornwathana.
Participants should arrive on Friday, January 24. The meeting will be held on Saturday and half day on Sunday.
Conference theme approved: The Study and Practices of Public Administration in Asia and the Rest of the World.
Tentative topics: How public administration is studied in Asia compared to the rest of the world? Are public administration knowledge taught in Asia transferred from the West, namely in the United States, or do the body of knowledge contain a large portion of indigenous knowledge? What are the academic activities in the field of public administration in Asian countries? Do they produce academic journals and conduct seminars? Are professors well-paid in Asian countries? To what extent are the works of Asian academicians accepted by the rest of the world?
VI.Future Conferences in 2013 and 2015
Approved: The January 2015 annual AAPA conference be held in the Philippines hosted by Alex Brillantes in Manila or Cebu.
Approved: AAPA will endorse and co-sponsor the Philippines Society of Public Administration (PSPA) conference in September 2013.
The Eastern Regional Organization for Public Administration (EROPA)will hold a meeting in Tachikawa City, Tokyo, Japan on October 15-17, 2013. If you are interested in attending, access the EROPA homepage at www.eropa.org.ph. The call for papers will be uploaded soon.
VII. Call for Study Groups
Study groups should blend research leadership with institutionalization of some kind(HRM, e-gov, public policy, gender, administration, public leadership, etc.). Having so, members can make a panel proposal and identify who is interested in what. Study groups can work together on their area of interest as co-authors.
Interested members should write a one page proposal with a designated study coordinator and several members. Evan Berman proposed to have the Study Group on Public Leadership.
Junior faculty members may form a doctorate seminar during the annual conference.
If members are interested in a special book project and joint seminars let us know.
VII. Membership Dues
The cost of membership dues will be discussed in the next board of directors meeting and decided in Bangkok at the next conference.
