  • Performance Management & HRM Reform Seminar in Ho Chi Minh City on May 8 and Hanoi on May 12, 2017

    AAPA President Pan Suk Kim delivered a special speech on performance management and HRM Reform in Ho Chi Minh City on May 8 and Hanoi on May 12, 2017. This event was sponsored by the [Vietnamese] Ministry of Home Affairs and the Asian Development Bank-Vietnam Resident Mission. He talked about the application of the meritocracy principle in government as well as performance management (focusing on performance appraisal and performance-related pay) and human resource management (HRM) reform in government based on the Korean experience.

  • Speaking of the Hubogent in the New Era of Artificial Intelligence

    Google DeepMind Challenge Match between AlphaGo (a computer Go program developed by Google DeepMind) and Lee Sedol (an 18-time world champion of Go/Baduk) played in Seoul, South Korea in March of 2016. AlphaGo won all but the fourth game. After the match, the Korea Baduk Association awarded AlphaGo the highest Go grandmaster rank – an honorary 9 dan.This event really triggered in-depth discussion of artificial intelligence (AI) and the emergence of the 4th generational industrial revolution. In 2006, Ray Kurzweil published his book entitled “The Singularity Is Near” and it has been the #1 bestseller on Amazon in both science and philosophy. This book is about artificial intelligence and the future of humanity and he predicts the technological advances will transform people as they augment their minds and bodies with genetic alterations, nanotechnology, and artificial intelligence (AI).In line with such development, the Asian Association for Public Administration (AAPA) sponsored the ICT Platform Society’s 2016 Summer Conference (www.ictps.or.kr) held at Chung-Ang University in Seoul on July 1, 2016. Professors Kilpyo Hong and Pan Suk Kim presented a paper entitled “Speaking of the Hubogent in the New Era of Artificial Intelligence” at the invited special session of the ICT Platform Society’s Summer Conference.   • The 66th UN DPI/NGO Conference in Gyeongju, South Korea from May 30 to June 1, 2016

    The 66th United Nations Department of Public Information (DPI)/Non-Governmental Organization (NGO) Conference will be held in the City of Gyeongju, Republic of Korea from 30 May to 1 June 2016. AAPA delegates (AAPA President and Executive Secretary) will participate in this conference.The Conference title is “Education for Global Citizenship: Achieving the Sustainable Development Goals Together.” This conference is an important opportunity to mobilize global civil society around the Sustainable Development Goals. Conference participants will strive to define culturally appropriate international and regional messaging, learning and advocacy strategies, partnerships and governmental accountability frameworks including financing for development. By focusing on education for global citizenship, the 66th UN DPI/NGO Conference aims to build on the centrality of education and global citizenship as the bedrock of sustainable development and climate action.The purpose of this conference, rooted in Sustainable Development Goal number 4, is to harness strategies, expertise and resources across the widest spectrum of civil society to unleash a range of education initiatives that ensure inclusive, safe and equitable quality education and promote lifelong learning opportunities for all.   • Call for AAPA Study Groups

    Study groups should blend research leadership with institutionalization of some kind (HRM, e-gov, public policy, gender, administration, public leadership, etc.). Having so, members can make a panel proposal and identify who is interested in what. Study groups can work together on their area of interest as co-authors.Interested members should write a one page proposal with a designated study coordinator and several members. Junior faculty members may form a doctorate seminar during the annual conference.If members are interested in study groups, special book projects, and/or joint seminars, please let us know at aapa@yonsei.ac.kr.
