  • The 2018 Annual Conference of the Asian Association for Public Administration (AAPA)

    In collaboration with the Faculty of Social and Political Sciences at Universitas Gadjah Mada (FISIPOL UGM), the National Institute of Public Administration (LAN), the Indonesian Association for Public Administration (IAPA), and the Ministry of Administrative and Bureaucratic Reform (Kemen PAN RB) Universitas Gadjah Mada, Yogyakarta, Indonesia on March 22-23, 2018The 2018 AAPA Annual Conference will be jointly hosted by the Asian Association for Public Administration (AAPA), the Faculty of Social and Political Sciences at Universitas Gadjah Mada (FISIPOL UGM), the National Institute of Public Administration (LAN, Lembaga Administrasi Negara), the Indonesian Association for Public Administration (IAPA), and the Ministry of Administrative and Bureaucratic Reform (Kemen PAN RB). It will be held in the Faculty of Social and Political Sciences at Universitas Gadjah Mada (www.ugm.ac.id) in Yogyakarta, Indonesia from March 22nd to 23rd, 2018. The conference venue is located in Yogyakarta, approximately 30 minutes car drive from the Adisutjipto International Airport during a non-rush hour. Yogyakarta is a city on the island of Java and it is an important tourist destination in Indonesia.Main Conference Theme: Reinventing Public Administration in a Globalized World: A Non-Western PerspectiveThe role of public administration in achieving the Sustainable Development Goals (SDGs) is very important. There are many issues that have to be addressed to increase the quality of life in developing countries as targeted by SDGs: poverty and hunger, climate change, energy, consumption, marine resources, inequality, economic growth, ecosystems and environment, peace and justice, human settlements, water management, education for sustainable development and lifelong learning, food security, gender equality, industrial sustainability, good health and inclusive well-being, accountable and inclusive institutions, and the global partnership for sustainable development.Related to these issues, questions may be raised on how effective the role of the public administration is in each country in coping with the above problems. Most developing countries usually adopt a model of public administration from other developed countries. The way of managing development and public services has been based on a bureaucratic model adopted from western countries.     2017 Annual Conferencehttp://aapa.asiaAstana, Kazakhstan on 13-14 April, 2017Call for PapersThe Asian Association for Public Administration (AAPA), the Regional Hub of Civil Service in Astana (www.regionalhub.org), and the Academy of Public Administration under the President of the Republic of Kazakhstan (www.pa-academy.kz) will host the AAPA annual conference. It will be held in Astana, Kazakhstan from April 13 (Thursday) to 14 (Friday), 2017.1. Conference Main Theme and Sub-ThemesThe main theme of this conference is: New Challenges for Public Administration and Governance in Asia: Harnessing Opportunities within the Context of Sustainable Development Goals (SDGs). Its sub-themes include: (1) the sustainable future of public administration and public governance in Asia; (2) challenges of local governance for meeting SDGs; (3) excellence in public management and challenges of performance and delivery; (4) public administration in the digital age (digital competencies, e-governance and ICT human capacity development, open digital dividend, and the like); (5) global competitiveness and public administration, and implications for education and science; (6) multi-stakeholder cooperation for inclusive and innovative public services; and (7) building partnership for civil service excellence focusing on SDGs 16 and 17 (ACSH Session).Well-constructed and successful public administration and governance systems are the platform for the development and prosperity of any country. Most Asian countries are therefore searching for optimal solutions to modernize public administration in order to address new challenges. The 2017 AAPA Conference will look for cutting-edge solutions through the prism of internationally agreed SDGs. Accordingly, prospective participants are invited to submit papers with up-to-date research and approaches for connecting public administration and governance reform within the context of SDGs. The working language of the conference is English.2. Deadlines for Abstracts and Full PapersAbstracts (no more than 500 words in English) for all papers should be sent as an email attachment to aapa2017.kazakhstan@gmail.com no later than October 31, 2016 (submission closed).Abstracts should not be more than one-page long, single-spaced, but all should include the following information: (1) author(s) name, title or position, institutional affiliation, and official address;(2) contact details (email and work phone) of corresponding author(s); (3) presentation paper title and its sub-theme category; and (4) the presentation paper abstract (no more than 500 words in English).After an anonymous evaluation, an official acceptance letter will be sent no later than November 30, 2016 to the authors whose abstracts have been accepted. Consideration for the Best Paper and Practice AwardsAmong the papers presented at the conference, the Best Paper Awards (Best Graduate Student Paper Award for “graduate students”; Best Conference Paper Award for “scholars and researchers”; and Best Practice Award for “innovative practitioners” in the local government) will be awarded by the AAPA President based on the evaluation of the Award Committee composed of the members of the AAPA Board of Directors. To be considered for the Best Paper Awards, the full paper must be submitted to the conference organizer by February 20, 2017 and he/she must deliver the paper on site along with his/her own AAPA annual membership fee payment. The conference theme was “Reform, Innovation, and Sustainable Development: Research and Applications in Asia.”Xi'an is the capital of Shaanxi Province, and a sub-provincial city in China.     Annual General Meeting of the Asian Association for Public Administration (AAPA)Friday, January 18, 2013Yonsei University, Seoul, South KoreaI. Opening remarks by Pan Suk Kim, Vice President of AAPAII. Message to AAPA Members from Anthony Cheung, Outgoing President of AAPAAnthony Cheung sent his resignation letter to the AAPA members and recommended Pan Suk Kim to be the Acting President for the rest of the official term. Accordingly, the Board of Directors meeting was held prior to the general meeting and approved Pan Suk Kim as the Acting President for the rest of the official term until January 2014. All these issues were reported in the General Meeting of AAPA on January 18, 2013.Acting President Pan Suk Kim appointed Christal Phillips as the AAPA Secretariat.III. Increasing Membership NumbersThe Board of Directors recommends having additional members, particularly from India, China, Malaysia, Singapore, Myanmar, Bangladesh, Pakistan, Vietnam, and many other Asian countries to join AAPA. If AAPA members have friends from these countries, contact them and encourage them to join AAPA.Reaching out to people in public policy, public law, and administrative sciences.IV. Summary of 2013 Annual ConferenceWhat was discussed in this year’s conference: Responsive public governance, policy issues regarding environmental governance, discussion on welfare, senior managers, and public administration development history and welfare and pension issues. These issues are very much hot topics in Asia and will be discussed in Bangkok at next year’s conference.The best papers presented at this conference (besides welfare and pension) will be considered for possible publication in the Asian Review of Public Administration or the Journal of Poverty Alleviation and International Development.Participants interested in publishing their paper in Asian Review of Public Administration (ARPA) should submit a completed paper by July 31, 2013.V. 2014 Annual ConferenceJanuary 24-26, 2014: The 5th Annual Conference of AAPA at Chulalongkorn University in Bangkok, Thailand hosted by Professor Bidhya Bowornwathana.Participants should arrive on Friday, January 24. The meeting will be held on Saturday and half day on Sunday.Conference theme approved: “The Study and Practices of Public Administration in Asia and the Rest of the World”.Tentative topics: How public administration is studied in Asia compared to the rest of the world? Are public administration knowledge taught in Asia transferred from the West, namely in the United States, or do the body of knowledge contain a large portion of indigenous knowledge? What are the academic activities in the field of public administration in Asian countries? Do they produce academic journals and conduct seminars? Are professors well-paid in Asian countries? To what extent are the works of Asian academicians accepted by the rest of the world?VI.Future Conferences in 2013 and 2015Approved: The January 2015 annual AAPA conference be held in the Philippines hosted by Alex Brillantes in Manila or Cebu.Approved: AAPA will endorse and co-sponsor the Philippines Society of Public Administration (PSPA) conference in September 2013.The Eastern Regional Organization for Public Administration (EROPA)will hold a meeting in Tachikawa City, Tokyo, Japan on October 15-17, 2013. Call for Study GroupsStudy groups should blend research leadership with institutionalization of some kind(HRM, e-gov, public policy, gender, administration, public leadership, etc.). Having so, members can make a panel proposal and identify who is interested in what. Study groups can work together on their area of interest as co-authors.Interested members should write a one page proposal with a designated study coordinator and several members. Evan Berman proposed to have the Study Group on Public Leadership.Junior faculty members may form a doctorate seminar during the annual conference.If members are interested in a special book project and joint seminars let us know.VII. Membership DuesThe cost of membership dues will be discussed in the next board of directors meeting and decided in Bangkok at the next conference.
