To Our Distinguished Members, Partners, and Global Colleagues:
I assume the presidency of the Asian Association for Public Administration (AAPA) with a profound sense of responsibility and an unwavering belief in our collective mission. To lead an organization at the intellectual crossroads of governance in the world’s most dynamic region is an immense stewardship. Asia is no longer an emerging force on the periphery; we are the pivot point of global history. In this era, public administration is the fundamental operating system upon which the prosperity, safety, and dignity of billions depend. Our work is the invisible architecture of social stability and the primary catalyst of human progress.
Before charting our future, we must honor our foundation. Since its inception in 2010, the AAPA has served as a vital platform for scholars and practitioners to exchange ideas that are globally anchored yet uniquely suited to the Asian context. While we incorporate global best practices, our association has been instrumental in articulating a distinct “Asian Perspective.” This synthesis respects our diverse cultural heritages, unique developmental trajectories, and our collective emphasis on social harmony and state efficiency. This vision has allowed us to bridge traditional wisdom with the frontiers of administrative science.
To promote this perspective, we have cultivated a network of excellence that transcends borders. Through meaningful partnerships with preeminent international organizations, including the United Nations, the International Public Policy Association, and the European Urban Research Association, alongside leading institutions in over fifteen Asian nations, we host a sophisticated array of impactful events and activities. These initiatives facilitate a genuine sharing of resources across the pan-Asian and global public administration community. Today, the AAPA stands as a vibrant and authoritative voice, recognized not just for the caliber of its research, but for its role as a steward of governance innovation in a rapidly changing world.
We owe an immense debt of gratitude to my predecessors and the founding members who recognized that Asia needed its own space to breathe, to debate, and to innovate. We stand on their shoulders as we face a global landscape that looks fundamentally different than it did even a decade ago. My presidency will be guided by one central mission: transforming Asia’s governance experience into globally relevant knowledge, while ensuring our scholarship delivers tangible improvements in public service on the ground.
We find ourselves today at a peculiar and demanding crossroads. The “Asian Century” brings complex “wicked problems” that defy conventional textbooks or previous governance practices. We are witnessing a digital transformation moving faster than the laws meant to govern it. We must lead the discourse on how Artificial Intelligence can revolutionize service delivery without compromising ethics or the essential “human touch” of public service. Simultaneously, as the region most vulnerable to climate change, our administrators are on the front lines of disaster management and green energy transitions. These challenges are compounded by demographic shifts—rapidly aging societies in some nations and youth bulges in others—that require a radical rethinking of social security, healthcare, and education. Our models must be robust enough to bridge the wealth gap and ensure the “Asian Miracle” reaches the most remote villages and the most vulnerable corridors of our society.
In response to these imperatives, during my presidency, I intend to focus our collective energy on four key pillars designed to ensure the AAPA remains a platform of tangible and lasting impact. We will strive to seamlessly align academic theory and administrative practice to ensure our intellectual output directly supports those on the ground, challenging outdated paradigms with innovative Asian governance models that deserve global recognition. Our agenda further prioritizes the cultivation of a dynamic ecosystem where the wisdom of experience meets the fresh perspectives of youth to secure a resilient and adaptive future for our profession. We are equally committed to deepening regional synergy by fostering South-South and regional cooperation, building on shared heritage and common challenges to create localized solutions that resonate across our continent. Ultimately, we seek to establish the AAPA as the vital conduit between Asia and the world, sharing our regional breakthroughs while drawing on international insights to ensure an authentic and authoritative Asian voice is heard in global discourse.
At its heart, public administration is an act of service. As your President, I champion a brand of administration that is fundamentally empathetic. We are not just managing systems; we are managing the hopes and aspirations of our people. Our success should be measured not only by the efficiency of our institutions but by the growth of public trust and human flourishing.
The AAPA is a collective whose strength lies in your participation, your critiques, and your contributions. While we live in a time of uncertainty, we also hold unparalleled opportunity. The Asian way of governance—pragmatic, resilient, and committed to the common good—has much to offer the world. I am deeply honored to serve you, to learn from you, and to work alongside you as we write this next chapter. Let us build an association as vibrant and resilient as the continent we call home.
