Call for Papers for the 2023 Annual Conference of the Asian Association for Public Administration (AAPA) Now Issued!

The 2023 Annual Conference of the Asian Association for Public Administration (AAPA) in Tokyo, Japan on December 16-17, 2023

Call for Papers

The Asian Association for Public Administration (AAPA), and Meiji University, Tokyo, in collaboration with the Japan Society for Public Administration (JSPA), and The Sakurada Foundation, will host the AAPA Annual conference. It will be held at Meiji University on the Main Campus (Surugadai Campus in Tokyo, Japan, from December 16 (Saturday) to 17 (Sunday), 2023.

1. Conference Main Theme and Sub-Themes

Future Role and Shape of Government and Public Governance in the Era of Anthropocene: Call for New Research Agenda

“Anthropocene” signifies a momentous juncture in the annals of humanity, marked by unparalleled transformations in our environment and society. The imperative of proficient governance becomes paramount in tackling the intricate and interconnected environmental, social, and economic preicaments stemming from this epoch. This call seeks to unite scholars and researchers, fostering an examination of vital inquiries, areas of limited understanding, and prospects for forthcoming research concerning the convergence of governance and the challenges presented by “Anthropocene.” We strongly encourage submissions that scrutinize the intersections among governance, policy, and the Anthropocene, embracing diverse perspectives such as, but not restricted to:

1) Institutional responses to the Anthropocene: from International to local

2) Policy frameworks for sustainability and resilience

3) Adaptive governance in the face of rapid environmental change

4) Stakeholder engagement and participatory decision-making

5) Ethics and justice issues in the Anthropocene and Policy

6) Policy innovation and transformative governance approaches

7) Public administration education and training in the era of Anthropocene

We welcome theoretical, empirical, and methodological papers that contribute to shaping a comprehensive research agenda on public administration and the” Anthropocene” in Asia.

2. Deadlines for Abstracts and Full Papers 

Abstracts (no more than 500 words in English) for all papers should be sent as an email attachment to aapa2023tokyo@gmail.com, no later than August 15th, 2023. Abstracts should not be more than one-page long, single-spaced, but all should include the following information: (1) author(s) name, title or position, institutional affiliation, and official address; (2) contact details (email and work phone) of the corresponding author (s); (3) presentation paper title and its sub-theme category; and (4) the presentation paper abstract (no more than 500 words in English).

After undergoing an anonymous review process, an official acceptance letter will be sent to the authors whose abstracts have been accepted no later than September 15th, 2023.

Visa Support Letter Requirement Deadline: September 30th, 2023

Online Registration Deadline: November 15th, 2023

Full Paper Submission: November 15th, 2023

Board of Directors Meeting: December 15th (Friday) Afternoon

AAPA Tokyo Conference: December 16th (Saturday) and 17th (Sunday)

*All conference participants should arrive on December 15th (Friday).

3. Registration Fee

Every participant is required to complete online registration prior to the conference by November 15th, 2023. Participants must pay the registration fee on site at the registration counter during the conference on December 16th and 17th. The registration fee has two categories:

1. Non-students: 20,000 JPY (equivalent to approximately US$142).

2. Students: 15,000 JPY (equivalent to approximately US$107).

Please note that the registration fee includes a US$50 AAPA annual membership fee. These fees are not separable. Kindly note that payment for the registration fee must be made in Japanese Yen and in cash. Credit card or payment in other currencies will not be accepted. We kindly request you to bring the exact amount in cash with you. All participants are responsible for their own international/local airfares, accommodation, and other travel costs. In other words, travel-related costs will NOT be extended by the conference organizers or AAPA.

4. Venue and Hotels

The main conference, parallel sessions, and board of directors meeting will be held at Meiji University on Surugadai (Main) Campus, in Tokyo, JAPAN. The campus is three-minute walking distance from the JR Ochanomizu station (Station Number: JC03/JB18). Committee of the conference suggest you reserve your own accommodation in one of the several hotels located nearby the conference venue. All participants are responsible for arranging the transportation from/to airport, hotel, and conference venue.

6. Consideration for the Best Paper Awards

Among the papers presented at the conference, the Best Paper Awards (Best Graduate Student Paper Award for “graduate students”; Best Conference Paper Award for “scholars and researchers”; and Best Practice Award for “innovative practitioners” in the “local” government) will be awarded by the AAPA President based on the evaluation of the Award Committee composed of the members of the AAPA Board of Directors. To be considered for the Best Paper Awards, the full paper must be submitted to the conference organizer by November 15th, 2023 and he/she must deliver the paper on site along with his/her own AAPA annual membership fee payment. 7. Others

1) Green Conference

Conference materials (full papers, presentation materials, program, and others) will be distributed electronically.   

2) Internet Connection

Free Wifi is provided in the conference with the Guest ID. Participants can also use the eduroam network.

3) Weather in Tokyo in December

In December, the average temperature in Tokyo is around 4°C to 12°C, and normally sunny and dry.

4) Visa Requirement and Support Service

If you need to obtain visa for the entry to Japan, committee of the conference will provide the support letter for your visa application. Please contact via email by September 30th, 2023. Please note that supporting letter service will end after September 30th, 2023.
