AAPA President Pan Suk Kim delivered a special speech on "performance management and HRM Reform" in Ho Chi Minh City on May 8 and Hanoi on May 12, 2017. This event was sponsored by the [Vietnamese] Ministry of Home Affairs and the Asian Development Bank-Vietnam Resident Mission. He talked about the application of the meritocracy principle in government as well as performance management (focusing on performance appraisal and performance-related pay) and human resource management (HRM) reform in government based on the Korean experience.
