Public Administration and Sustainable Development Goals:

New Agendas and Major Challenges

The AAPA 2016 Annual Conference will be jointly hosted by the Asian Association for Public Administration (AAPA), the Public Administration Association of Thailand (PAAT), and the Faculty of Political Science and Law of Burapha University. It will be held in the Faculty of Political Science and Law in Bangsaen, Chonburi Province, Thailand, from February 19 to 20, 2016. This conference will be held in the Faculty of Political Science and Law of Burapha University (www.buu.ac.th), Bangsaen (located between Bangkok and Pattaya; approximately an hour's drive from the Suvarnabhumi International Airport during a non-rush hour; it may take quite longer during a rush hour), Chonburi province, Thailand.


Main Theme: Public Administration and Sustainable Development Goals (SDGs): New Agendas and Major Challenges


The UN member countries will have the opportunity to adopt a set of global goals in September of 2015 and the Sustainable Development Goals (SDGs) appear to replace the Millennium Development Goals (MDGs). Prospective participants are invited to submit papers addressing some of the issues under the SDGs (including poverty and hunger, climate change, energy, consumption, marine resources, inequality, economic growth, ecosystems and environment, peace and justice, human settlements, water management, education for sustainable development and lifelong learning, food security, gender equality, industrial sustainability, inclusive well-being, accountable and inclusive institutions, and the global partnership for sustainable development) through public administration and management perspectives (sub-themes) as described below: (1) Public Administration Reform: from old to new paradigms; (2) Public Policy Innovation; (3) Local Governance, Government and Administration; (4) Fiscal Policy and Management; (5) Legal Issues and Practices in Public Administration; and (6) Organizational and Human Capital Management in the Public Sector.


DEADLINES FOR ABSTRACTS AND FULL PAPERS

Abstracts (no more than 500 words in English) for all papers should be sent as an email attachment to aapa2016.thailand@gmail.com no later than October 15, 2015.

After an anonymous evaluation, an official invitation will be sent no later than October 30, 2015 to the authors whose abstracts have been accepted. Full papers must be sent as an email attachment to aapa2016.thailand@gmail.com no later than December 25, 2015.


All paper abstracts should be no more than one-page long, single-spaced, and should include the following information: (1) author(s) name, title, institutional affiliation, and official address; (2) contact details (email and phone) of corresponding author(s); (3) presentation paper title and its sub-theme category; and (4) the presentation paper abstract (no more than 500 words in English).


The conference organizer will review all papers and a “Best Paper Award” will be awarded by the AAPA President to the presenter who delivered the highest quality paper among the papers presented at the conference. To be considered for a Best Paper Award, the full paper must be submitted to the conference organizer by December 15th, 2015 and his/her own AAPA annual membership fee must be paid on site (For details of the Best Paper Awards, please visit the following site: /contents/bbspage/xbd/board.php?bo_table=m2_db4&wr_id=1).

Conference Venue and Accommodation:


Tao-Thong Hotel Operation Center (http://hotel.buu.ac.th), Burapha University, Chonburi Province, Thailand. This hotel is located on campus. Its posted room rate is: 1,200 baht per night (caution: this hotel accepts local currency only) for a single or twin bed (same rate). AAPA participants will get 10% discount from the posted rate and AAPA participants must make a reservation and booking directly with the hotel and inform to operators that you are AAPA participants. We recommend you to bring your own sandal and facial soap because it does not provide an in-room sandal and it provides only shower gels, not facial soap. If you have any further questions regarding your accommodation, please email directly to the hotel at taothonghotel@gmail.com.


For participant who needs "more modern-and-luxury hotel than the conference venue", there are two more optional hotels recommended based on the local organizing committee's selection. These two hotels are located on the beach road where you can find the long beach stretching in front of the hotel: (1) the Bangsaen Heritage Hotel (www.bs-heritagehotel.com) -- its room rate is as follows: 2,354 baht for a Standard room (weekend rate); 2,824 baht for a Superior room (weekend rate); and (2) The Tide Resort (www.thetide-resort.com) -- its room rate is slightly higher than the Bangsaen Heritage hotel. Both hotels are located on the Bangsaen beach and they are approximately 3 kilometers away from the conference venue (Burapha University).


Getting to the Conference Venue from the airport


For participants who need a transportation arrangement from the airport to the conference venue, there are two cases to be noticed.


(1) For those arriving at Suvarnabhumi Airport (BKK), participants must be assembled at the meeting point (near Gate 2) of the arrival floor. Our PAAT staff with PAAT logo will be waiting there and lead you to parking lot. The ticket fare is 1,200 Baht/person/one-way-trip. The transportation will depart from the terminal at 10 a.m. / 3 pm / 7 p.m. / and 10 p.m. on February 17-18.


(2) For those arriving at Don Muang Airport (DMK), participants must be assembled at the arrival gate of the arrival terminal. Our PAAT staff with PAAT logo will be waiting there and lead you to parking lot. The ticket fare is 1,700 Baht/person/one-way-trip. The transportation will depart from the terminal at 10 a.m. / 3 pm / 7 p.m. / and 10 p.m. on February 17-18.


For those arriving both airports and do not need any transportation arrangement, there are taxi service at the airport counter service. Each taxi can pick up around 4 persons. At Suvarnabhumi Airport (BKK), taxi fare should be around 2,000 – 2,500 Baht/one-way trip. At Don Muang Airport (DMK), taxi fare should be around 2,500 – 3,000 Baht/one-way trip.


For returning trip, the organizer will arrange transportation based on your flight details. Please make sure that you make a request with contact person’s email below. Participants who need a transportation arrangement both arrival and departure trip must be send your request and flight details no later than January 15, 2016.
